To open the vault, you’ll need to press two buttons at the same time and thus you need a friend to help you or you can also force a civilian to do it.

How to Open the Jewelry Store Vault in Payday 3
To open the Jewelry store vault in the Dirty Ice heist in Payday 3, steal the red keycard from the basement and access the manager’s office in the back hallway of the building.
Have a friend or force a civilian to push the button on the desk and insert the keycard next to the vault.
To get the red keycard, enter the basement after you find the basement code in Dirty Ice (you can find where the code is hidden through the PC in the manager’s room). In the locked room in the basement (not the one that requires the blue keycard), you’ll find the red keycard lying on the desk.
Head back to the manager’s room and you’ll notice a red button on the desk. Either have a friend push it (if you’re playing with others) or grab a civilian as a human shield (default hotkey: Q) and push them on the button.
Once they start pushing the button, you have about 10 seconds to get and open the vault. Just be careful of the camera right across it if you’re going stealth.
What’s Inside the Vault in Dirty Ice
The vault in Dirty Ice has one extra bag of loot, specifically a bag of rare gems. This bag has double the selling price of normal jewelry and doesn’t need to be scanned in the workshop.

Since it’s right next to the manager’s room and you’ll get the red keycard when disabling the case alarms in the basement, it’s free loot with little extra effort.
Personally, I always try and get the extra bag, especially on higher difficulties, as the payout is well worth it and there’s minimal risk attached.
