The Carnelia update in StarSavior is almost like a brand new game, with characters changed dramatically and forcing me to create a tier list from scratch. Nothing you knew or thought you knew is no longer valid.
And that’s a great thing, because Star Savior didn’t have the best of launches possible. This latest update changed things around, and I am sure everybody is happy.
You will be even happier now that you have this up-to-date tier list for Star Savior, showing you which are the new best characters in the game. It’s vital if you want to remain competitive and make sure, at the same time, you don’t invest in characters that are no longer worth it!
I’ve done the grind, wasted the resources, and learned the harsh realities of the Star Savior meta so you don’t have to. Here is the absolute, no-nonsense tier breakdown, completely detached from the honeymoon phase of the early game.
NOTE: To push this live ASAP, I haven’t added many photos yet. I will update the article with photos – I know you guys like them, but until them, let’s do it old school and focus on the text only!
S+ Tier Characters (PvE & PvP Staples)

I think this is the first time ever that I create a “S+ Tier” here on Common Sense Gamer. But for this particular article, I think it’s a must – these characters are excellent for both PvE AND PvP, making them extremely useful.
Emilly (Moon, Defender)
Emilly is the meta right now. She is the strongest frontline tank in the game, and she works flawlessly even at 0-Star (0 breakthrough).
She is the most stable character on manual control. Funnel everything into her until she hits Level 160.
At that level, she will literally solo PvE content that entire teams of Level 140s can’t even dent.
Warning: She is so broken that she is almost permanently banned in PvP. And, most likely, she will be nerfed soon. But until that happens, take advantage!
Asherah Waltz of Starlight (Order, Supporter)
Mandatory for PvP. She heals with basic attacks, tanks the frontline, removes negative effects, and charges the team’s Action Gauge.
Her cleanse is the only reliable way to stop Lacy’s obnoxious debuff loop, and her follow-up heals neutralize cleave burst damage completely.
IMPORTANT: You NEED her at 3-Breakthrough, otherwise her normal attack heal and joint attack literally disappear, leaving you with useless chip healing. She goes from an S+ titan to a massive liability.
Bunnygirl Charlotte (Sun, Assassin)
Smacks single-target damage like an absolute truck. She’s technically a sub-dealer, but she hits as hard as a main DPS and grants a massive 2-turn attack power increase buff to all allies.
If you need to crack a tough nut or burst down a PvP opponent, this is your girl.
Carnelia (Chaos, Caster)
The ultimate AoE predator. She has an undispellable immortality buff that reloads her skill. You only need 1 copy for her to be completely devastating.
Carmen Eternal Promise (Moon, Defender)
The first limited SSR. She’s a plug-and-play unit that soaks up damage through her Oath of Devotion damage sharing, provides barrier support, and outputs team-wide recovery.

S Tier Characters
Now, let’s jump to almost-equally amazing characters to the ones above. These are really strong heroes and having them also guarantees wins. (I will also keep descriptions shorter, to make it easier to skim through if that is all you want.)
Tyria (Sun, Striker)
She sits on top of the PvP ladder because she mercilessly punishes defenders and breaks them open in the current tank-heavy meta.
Lyn (Star, Striker)
The strongest Star-element for PvE and bosses. Her mechanics let her chain her special and ult into one turn while cranking up crit damage for Star allies.
Rosaria (Chaos, Ranger)
Applies a defense reduction debuff that affects all enemies. Even her base version works perfectly fine without whaling on her banner.
Seira (Order, Striker)
After the latest update, this hero can be considered a core requirement for Cosmo Gate bosses. Provides a team ATK buff and Action Gauge support to supercharge your team.
Lily (Moon, Caster)
Has a powerful ultimate that applies an attack power reduction debuff to all enemies, but let’s be honest – you are literally only bringing her for her shield buff to survive the Immortal King Moguls boss.
Kyra (Sun, Assassin)
The main dealer for Cosmo Gate. Indirectly buffed by the Kira Arcana, and her recent balancing adjustments added a crucial silence effect to her kit.
Hilde (Sun, Defender)
A long-term combat defender with complete debuff immunity and an opening barrier. With her arcana, she takes over team damage to mitigate it, but it relies heavily on RNG.
Lacy (Chaos, Ranger)
Does frontline tanking, single-target DPS, and AoE DPS. Just keep her away from Asherah in PvP, or her debuff loops get cleansed into oblivion.
Frey Noble Princess (Moon, Caster)
The core enabler for Moon units. Brings team crit rate support, and her ultimate deals wide-area damage while reducing enemy ATK (which her special skill extends).
Alicia & Ceres
(I’ll update the descriptions momentarily, but wanted to have them here anyway).

A Tier
Highly effective, but they require specific setups, mechanics, or UI management to shine.
Bell Rhys (Star, Ranger)
Your elite debuff specialist. If a gimmick requires removing buffs, she is your absolute can-opener.
Petra (Sun, Ranger)
Strong utility, but you must navigate the UI properly. Make absolutely sure you are triggering Nova Burst within her special skill. This specific action reduces the enemy’s toughness by 3.
Yoo Mina (Star, Ranger)
A PvP powerhouse whose Bleed effects completely bypass enemy barriers. However, she is not plug-and-play. You must build a Harmony-focused team composition around her, or her team Crit Rate utility does nothing.
Stellar Sigil Blooming Claire SSR (Moon, Assassin)
A PvP priority upgrade. Ignores defensive abilities, applies ATK buffs, and gains stealth on kills.
Stellar Sigil Blooming Scarlet SSR (Sun, Striker)
Worth the upgrade. Uses powerful burn mechanics that entirely ignore effect resistance.
Stellar Sigil Blooming Annah SSR (Sun, Defender)
A solid upgrade that manipulates action gauges using DEF buffs and ATK down debuffs.

B Tier
They look amazing on paper, but in the real world, they might stab you in the back or underperform in a critical moment. Only use as a last resort, if you really don’t have any of the characters recommended above.
Bunnygirl Scarlet (Sun, Ranger)
Pure RNG nightmare. Uses a “Lotto Skill” with a probability to reduce or reset her ultimate skill cooldown.
Her special skills grant additional turns to lower enemy toughness, but half the time she fails to proc and wastes a slot on your roster.
Blessing in Bloom Epindel (Sun, Caster/Assassin)
Uses Ignition stacking to deal high damage to barrier-reliant enemies (Saviors or Voidborn).
But she only exists as an expensive, hard counter to Hilde because she relies way too much on building passive stacks.
Omega (Star, Caster)
Takes way too long to warm up her passive stacks. If you don’t deploy her with at least one ally of a different star attribute, she physically cannot snowball.
Muriel (Sun, Caster)
Deals wide-area damage and applies a massive enemy ATK debuff. Her special skill extends the debuff, bringing insane stability to your party.

C Tier
Leave these in the dirt. I don’t like them, you won’t like them too.
Trish (Star, Assassin)
Her passive activates on kills. The devs recently tried to rebuild her kit to hard-counter Day by buffing her accuracy and defense penetration. It failed. She is still entirely niche and unimportant.
Smile (Star, Ranger)
Her ultimate has a defense reduction, but her basic skill coefficient is so abysmally low that she will die before her trigger skill ever activates.
Stellar Sigil Blooming Marcille SSR (Sun, Assassin)
The absolute weakest awakening in the game due to ultra-situational skills.
Stellar Sigil Blooming Naru SSR (Star, Ranger) & Stellar Sigil Blooming Besta SSR (Star, Defender)
Naru is completely outclassed, and Besta is a massive trap early on. Do not invest.
The Base Forms (Scarlet, Claire, Clarissa, Vera, Annah, Naru, Besta, Marcille)
Pretty obvious.

OK, now you’re ready to get the most out of Star Savior (or StarSavior if you prefer the official approach) after the Carnelia update. It’s been massive and things got shuffled around a lot, but hopefully you have a clearer view of everything right now.
