The blue keycard is located on the second floor and will either spawn on the manager or in one of the desks. However, you’ll need the red keycard first to get to the second floor.

Blue Keycard Location in Payday 3 Gold & Sharke
To get the Blue Keycard in the Gold & Sharke heist in Payday 3, navigate to Floor 2 and look for the manager patrolling the hall. The keycard will be on their belt and you can pick it up by getting close.
Alternatively, the keycard can also spawn in any of the second-floor offices, on a desk. Other than the manager, I’ve also found it in the offices just left of the main staircase.

The manager will wear a dark grey suit and easily stand out. He will be roaming all around the hallway of the second floor. If you can’t find him at first, wait a bit until he comes near the stairs.
Just make sure that no guard or camera can see you while you’re picking up the card. If they can see you, it will say “Observed” when trying to pick it up. Keep in mind that the whole second floor is a private area, so be careful when roaming around.
Red Keycard Location in Payday 3 Gold & Sharke
To get the Red Keycard in Gold & Sharke, navigate to the Branch Manager’s Office and search the documents and drawers there.
It spawns in a random pile of documents/drawer each time, so you’ll have to look around a bit.
However, keep in mind that the Branch Manager will not leave his office and you’ll need to sneak around him. Thankfully, he’s often by the window talking on his phone, so you can walk past and look for the keycard easily.
After you get the red keycard, you’ll be able to access the second floor and look for the blue keycard.
