S-Tier frames are simply overpowered. They stand out as the best in the game due to amazing all-around assets and are considered broken.
Keep in mind that, overall, all frames can be worth using with the right build. Thus, this Warframe tier list is only suggestive, and I highly recommend trying out as many frames as possible before settling on your favorite one.
Nevertheless, to help you decide on what to try first, here are the S-Tier options:

Khora
Khora is a great option for zone control and farming. Her Whipclaw ability is one of the best abilities in the game since it features great AoE damage and allows you to instantly turn fights in your favor.
Kullervo
Kullervo is able to reach some of the highest damage in Warframe, with most weapons being able to hit up to 1 billion damage. Overall, with the right build, Kullervo can become the best DPS in the game.
Revenant
The Revenant is currently the best frame in Warframe. This is primarily due to his Mesmer Skin ability. While this ability is active, you simply can’t die. It’s plainly overpowered, and until it gets nerfed, the Revenant will be one of your best options.
