In this characters tier list for Voyage the Grand Fleet, I will rank all characters in the game from best to worst to help you decide on the best team possible.

Voyage the Grand Fleet Characters Tier List
With more than 40 characters in VTGF and only four in your squad, it’s important to prioritize the strongest characters.
S-Tier characters are must-pick and will help you deal amazing damage or provide helpful utility. A and B-Tier characters are valuable alternatives since you won’t have all the S-Tier ones.
C-Tier options are situational and can be useful but only in the right hands and team comps. Lastly, D-Tier characters should be avoided when possible. While they can be useful with the right build, they’ll always be outperformed by higher-ranked characters.
Without further delay, here are all the characters in Voyage the Grand Fleet ranked:
- S-Tier – Gear 5 Luffy, Shanks, Jabra, Doflamingo, Emporio Ivankov, Garp, Charlotte Linlin, Marco, Shiryu, Kuzan.
- A-Tier – Luffy, Perona, Donquixote, Dracula Mihawk, Usopp, Tashigi, Eastuss, Basil Hawkins, Horo Horo, Nami, Moria, Kouhei Tanaka, Enel, Newgate.

If you’re a big One Piece fan and want to try your luck with any of the weaker characters, feel free to do so! After all, this tier list is subjective and depends on my own gameplay and community rankings.
Best Characters in Voyage the Grand Fleet
While any S and A-Tier characters can be valuable assets to your team, some manage to really stand out.
Specifically, the best characters in VTGF are Gear 5 Luffy, Shanks, Jabra, and Doflamingo. With these, you’ll be able to clear stages easily and progress through the Impel Down: Eternal Hell floors quickly.
Keep in mind that it’s important to start the game with an S or A-Tier character as it will make your life significantly easier. If you weren’t lucky at first, I recommend clearing your data and trying again until you can get one of the best characters.
Also, keep in mind that you can get value out of every character in the game, so it’s not the end of the world if you get a C or D-Tier character.
Just make sure to play around them and create the best team possible. Eventually, you’ll unlock better and more flexible characters to help you make the strongest team in Voyage the Grand Fleet.
