The best location to farm Luminous Stone in The Legend of Zelda: Tears of the Kingdom is just east of Great Sky Island, in North Necluda Sky Archipelago.
There is a small circular island on the northeast side of this area that has eight Luminous Stone Deposits and one rare ore deposit.
Ideally, you want to place a fast travel waypoint there and visit this location whenever the materials respawn.
As for when materials respawn in Tears of the Kingdom, everything respawns during the Blood Moon event. This occurs every 168 minutes of gameplay and resets enemies and materials around the map.
