Best Early Game Flying Mount: Vanwyrm
The best early-game mount is Vanwyrm. It’s the second mount you’ll come across right after Nitewing, and it stands out since it’s significantly faster and has more stamina compared to Nitewing.
Also, if you just caught Vanwyrm and are facing the issue where a flying mount can’t fly, this appears to be a bug, and you’ll need to press double jump to ascend.
You can catch Vanwyrm south of the Sealed Realm of the Swordmaster fast travel, just northwest of the spawn location, and its saddle is available on Technology level 21.
Best Mid-Game Flying Mount: Shadowbeak
For the mid-game, there are many great options. Overall, Shadowbeak manages to stand out since it’s slightly faster than any other mid-game mount.
However, the speed difference is fairly small, so you can use any of the other mid-game mounts. These include Suzaku, Quivern, and Ragnahawk.
As for where to find Shadowbeak, it’s located at the northeast Wildlife Sanctuary, and you can also get it from a Huge Dark Egg. You can unlock the Shadowbeak Saddle on Technology level 47.
Best Palworld Flying Mount: Jetdragon
Finally, the best overall mount in Palworld is Jetdragon. It’s significantly faster than any other mount in the game while walking, sprinting, and flying. Once you get it, you won’t ever use anything else, as it’s so much better.
To get Jetdragon, catch it as a boss on the top left side of Mount Obsidian. As for the Jetdragon Saddle, you can craft it at Technology level 50.
