To use the Duct Tape and repair your melee weapon, simply have the weapon you want to repair in your hand and use the Duct Tape.
Keep in mind this will only work if you have the weapon in your hand.
How to Repair Guns
To repair guns and ranged weapons in HumanitZ, find a Gun Repair Kit. This works for any ranged weapon, including guns, bows, and crossbows.
You can find Gun Repair Kits around the map, especially in residential areas.
