How to Unlock Cold Bullets
Before getting Toxic ice, you must unlock and craft enough Cold Bullets since they’re essential.
Cold Bullets are unlocked at the Research Mechana and are the first Alchemist-type Bullets. You’ll need three Manuscripts to unlock them.
Then, they can be crafted at the cost of 1x Iron Ingot and 1x Tangy Leaf.
As for their effect, Cold Bullets damage and slow enemies hit.

How to Get Toxic Ice in Wizard with a Gun
Now that you have enough Cold Bullets, you can get Toxic Ice by defeating enemies in the Fell with Cold Bullets.
Any enemies that die with Cold Bullets will drop Toxic Ice, so it’s easy to farm. Also, if you only have a few Cold Bullets, consider damaging enemies with normal bullets and only using the cold ones to deal the final blow.
Keep in mind that while you can level up Cold Bullets, it isn’t necessary to get Toxic. Enemies will die faster and it will make the process easier but you can get Toxic Ice even with level 1 Cold Bullets.
Wrapping up
To summarize, you can get Toxic Ice in Wizard with a Gun by using Cold Bullets to defeat enemies in The Fell.
