When you want to raise the rank of a Social Link with a character you will be given prompts, and pick the ones you think are the best given any situation.
If you pick the correct prompt, you can get +1 or even +3 points in that Social Link.
To get the most points when going after any given character’s Social Link, you will need to have a Persona of the corresponding Arcana.
In Mitsuru’s case, this means having a Persona of the Empress Arcana.
To unlock Mitsuru’s Social Link, you must wait until December and have your Academics Social Stat at Max Rank.
