How to Annex Puppet in Victoria 3?
Before you can annex a Puppet, you’ll have to make a nation into a Puppet first! There are also a few requirements that must be met before you’ll actually be able to annex as well.

Conditions for Annexing Puppet in Victoria 3
Diplomatic Play
A Diplomatic Play is how you can initiate the process of turning a nation into a Puppet, or any subject pact for that matter, like Dominion and Protectorate.
There are several features in a Diplomatic Play that lead to varied outcomes.

Regardless of which subject you opt for, you’ll start off by choosing a strategic region and have an Active Interest in these regions to prove your full investment to the cause and the nation.
After that, you’ll go ahead with the Escalation part of the Diplo Play, where the country you’ve targeted will get to decide on their War Goal.

Next, at the cost of Maneuvers, you’ll be required to make a Diplomatic Maneuver move, and if you’re in luck, the targeted nation might just give in to your demands.
Finally, the Diplomatic Play will end with both nations preparing for a possible war to break out, in case things go south.
Relationship with Puppet
It’s important to have a poor or somewhat hostile relationship with the Puppet nation.

If you have a very good relationship and they have a high opinion of you, you won’t be able to annex the puppet, at least not very easily. In some cases, you may not be able to initiate the Diplomatic Play altogether!
Obligations
If you have pending Obligations to any nation, you may not be able to carry out a Diplomatic Play on it in the first place and thus, can’t turn it into a puppet.
On the other hand, if you hold Obligations against your targeted nation, you can forcefully make them your Puppet, and eventually annex them when the time’s right.
Annex Puppet in Victoria 3
Now that you know the requirements to be able to annex a Puppet nation in Victoria 3, let’s see how we can actually do so in the game.
Assuming you’ve already carried out a Diplomatic Play and gone through the process to make a Puppet nation, a new Diplomatic Play will need to be initiated in order to annex the Puppet nation.

Navigate to the bottom of the Map in the game and you’ll find a horde of options involving Diplomatic Plays, Diplomatic Actions, and Regional Actions.
In the Diplomatic Plays section, you’ll find “Annex Subject” in the leftmost position on the list. The list also contains other options like “Make Puppet” and “Make Dominion”.

Click the “Annex Subject” option to open a new window consisting of the nations theoretically possible to be annexed.
Select your targeted nation from the list and if all the requirements from above are met correctly, you should be able to annex the Puppet nation without any trouble!

Annexing a Puppet itself isn’t the most complicated process; the trouble comes in enabling the annexation feature and reaching the position to annex the nation.
Diplomatic Plays can be as stressful as they come, whether you’re managing Japan or USA, since every consequence of your action need to be tracked and responded accordingly. If you can get past this, then you can comfortably annex Puppet in Victoria 3!
